YAB Dato’ Sri Haji Fadillah bin Haji Yusof

Deputy Prime Minister,
Malaysia and Minister of Energy Transition and Water Transformation (PETRA)

Dato’Sri Haji Fadillah bin Haji Yusof is currently the Deputy Prime Minister of Suruhanjaya Malaysia and Minister of Energy Transition and Water Transformation (PETRA). 

YAB Dato’ Sri Haji Fadillah bin Haji Yusof is the Deputy Prime Minister of Malaysia and Minister of Energy Transition and Water Transformation (PETRA), and Member of Parliament for Petra Jaya, Sarawak. He is the first Malaysian from Sarawak to serve as Deputy Prime Minister. 

A law graduate from the University of Malaya, YAB Dato’ Sri Fadillah began his professional career in legal practice before entering public service and politics. He has held several senior government positions, including Deputy Minister of Science, Technology and Innovation, Minister of Works and Senior Minister responsible for Infrastructure Development. 

Since assuming leadership of PETRA, he has played a key role in Malaysia’s national agenda for energy transition, water transformation, water security, sustainable infrastructure and long-term resource resilience. His portfolio is closely aligned with the development of a modern, efficient and sustainable water sector, including infrastructure improvement, innovation, digitalisation and strengthened collaboration across the water ecosystem. His leadership and extensive experience in infrastructure and national policy make him a key figure in Malaysia’s efforts to advance a resilient, sustainable and future-ready water and energy ecosystem. 

Regulatory Framework of Effective NRW Management

This keynote speech highlights has identified Non-Revenue Water (NRW) reduction as a key national priority towards strengthening Malaysia’s water security and infrastructure resilience. Under PETRA, Malaysia is intensifying efforts to reduce NRW through ageing pipeline replacement, improved monitoring, smart technologies, targeted investments and stronger collaboration between the Federal Government, State Governments, SPAN and water operators. He has also highlighted the need for new financing and business models, including greater private-sector participation, to accelerate NRW reduction and improve the sustainability of Malaysia’s water sector. Malaysia targets reducing NRW to approximately 28.8% by 2030.
